Mismatched pricing – please help

My second order ever and this happens: A £13 product with £4 FBS shipping is sold to Ireland. The shipping plus tax quoted to me is in excess of £19. How am I expected to absorb this cost. Why was this order accepted when I would lose money by fulfilling it. Will my account rating be messed up from the get-go if I cancel this order? Especially since it will account for 50% of my orders as it stands. I suppose there is something I have set up wrong – how can I prevent this from happening again? TIA
