Paying Amazon affiliate commissions

Hi I am an individual with an account in Canada. I could set up a US account as an individual – I’m seeing that I have access to paying higher commissions to influencers through the Amazon influencer program if I have an account which is “Advertizing account billing address in the US”. … l’d like to be able to pay influencers higher commissions to recommend my product. Anyone with experience on this
