Request payment on demand??

Has anyone setup disbursements to a us debt card? The help files say this: Express Payout is different than Disburse on Demand, which allows a seller to request a payout manually by clicking the Request Payment button on the Payment Dashboard. Under Disburse on Demand to a Visa debit card, Amazon will payout funds within 24 hours.

I’m trying to get some advice before I go screwing up my disbursements. Just wondering if what they are saying is true, if you get payment to debt cards you can manually send disbursements?
