Is it normal for all of your FBA items to be stuck in pending?

I sent larger/expensive items to amazon via the FBA program because of a promo. People nabbed the items pretty quickly but they’ve all just been stuck in pending, so pending payment. I’ve never had that many items be pending all at once. I’ve had 10 of these items in my order queue before without any sitting in the pending queue. What am I missing?

Also do they consider pending orders as time stored in the warehouse? If each pending order is stuck for 21 days pending payment before it just gets cancelled, do I have to pay for each day they are storing the item?
