What are the benefits of Inform Act?

Can someone tell me if there is any actual benefits to anyone with the inform act?

how does this defeat organized retail crime rings?

Does this benefit the customer at all?

Does this change the ability to sell for people over seas who are hurting minimal listings or hijacking listings?

I know our politicians were clueless when writing it but I’m just confused now on its purpose

I seriously don’t understand how this helps anyone buyer, or seller.
