how do people contact seller department?

i want to sell on amazon. when i check the plan options i want to choose 1st option. but when i sign up it sends me by default to second option, which i dont want. and i cant see any way to choose 1st option.

and, i have been trying to contact seller department for 1 month now. and just keep getting told that someone will get back to me within 24hrs. and still no reply.

how do i resolve such simple thing?
