Products Blocked in a Category While Others Work

The product category for “Mini Helmets” is blocked from listing new products. However, when I search the products under the add new product (existing products bar) there are random listings that allow me to sell that specific helmet. All listings are under the same category, same brand, etc. I can’t seem to find any differences as to why these allow me to list under them but I can’t on others / list my own. Link HERE
