Help to Ungate Lego

Newbie here. looking to sell toys and lego on Amazon FBA. I read that I need to submit an invoice showing 10 items purchased from a supplier to ungate Lego. So, went to the Lego website and discovered they limit the quantity to 5 items. I tried purchasing 5 low cost LEGO KEY chains, then with my same account I ordered another 5 of the same item but Lego canceled my second order. I then created a second Lego account on the same day with a different email, placed an order for the same 5 key chains, and again my order was canceled.

Any suggestions on how I can get around this? Are they canceling my orders bc it’s all the same shipping address or name on the account? Tia
