How do I offer FBM shipping for a listing when I live outside of the US? (Or is it not possible?)

I used to sell both FBM and FBA years ago, but then shifted to mostly selling via my own online store, and my Amazon.com seller account was inactive for a few years. I’ve just started adding new products, but I don’t see a shipping option for shipping from overseas, and I live outside the US.

I was thinking this was an option because I know that it was common for Chinese sellers to fulfill orders using ePacket at one time. Is FBA my only option if I am located overseas? If fulfilling my own orders from outside the US is allowable, how do I put the proper shipping option on my listings?
