CSBA Returnless refunds $1,300 order.

A CSBA refund was given on a hazmat order over $1,300. Made a SAFE-T claim, which has been denied twice. Amazon saying “The returnless refund for this order was consistent with CSBA policies, because the item is classified as Hazmat”

This can’t be correct right? Otherwise it’s basically allowing people to steal. In the past, any hazmat return request was emailed to me by CSBA and I had the liberty to offer a return at the seller’s expense, at my expense, or completely deny the return request. I was never emailed about this.

With this size of an order, I want to appeal this to a higher authority, if needed.

I have not had any response from Jeff’s email when emailing about similar matters in the past.

How can I resolve this?
