No tracking on items $10 or less, account health effects?

I want to test lower or free shipping, in order to do this I must do away with tracking, unfortunately Amazon does not offer cheap standard envelope option like Etsy or Ebay, at least not to my knowledge.

Im aware of the possible issues I may face with this method, but like I said I want to do a test. My question is though when I started and was doing this, amazon health warnings kept coming, Ive seen many posts saying for low ticket items its ok not to provide a tracking number, but I dont want it to affect my account health or ultimately lose my account because i have no tracking.

Is there a correct way to set up for $10 items no tracking?
