100% FBA-Fee Discount?

I recently sent in 45 units of an Insect Repellent which is a Classified DG Aerosol.

It was listed, sold some FBM and then after the ASIN was classified as DG I sent in 45 units. After it’s received and checked in, I went to run it through my revenue calculator to double-check I’m satisfied with it’s selling price and I’m seeing the entire FBA fee of $6.56 is being waived as a “Fee Discount”.

I couldn’t find anywhere on google or forums why they’re offering this discount. Has anyone had this happen and the reason why? I can see a partial discount as it’s a “New-to-FBA Parent” ASIN, but 100% off is sus
