FBM Restrictions

First time attempting to sell on Amazon. I could be wrong, but I thought Seller fulfilled (FBM) meant that you did not need to get to approved to sell items (as apposed to FBA). I have my account set to seller fulfilled (FBM), but every item is still saying requires approval. Am I doing something wrong?
