Why do some sellers always have strikethrough price?

Some sellers always have a strikethrough price, but when checking on Keepa, the product never sold at ‘list price’.

How can they keep having strike though price? I can’t even find any offers at ‘list price’ on any other retailers. Seems a bit misleading since their products always look like it’s on sale.
