Can’t create an amazon seller account

When I tried to upload a photo of my passport I got this message: Why does this happen?
We cannot verify the document you provided as proof of identity because:
–Does not include the signature of the document holder. If the signature is on a different page of the identity document, provide a scanned copy or photo of all pages of the document with the identity information including the signature of the document holder. Required information includes first and last name, date of birth, unique document number, and if applicable, expiration date, country of citizenship or country of issuance, and a photo of the document holder.

Does mean that I need to sign my passport ?
