How to close Amazon account

If your account is d-ac-ti-vated, your inventory is being held in reserve, how do you close your account and stop being charged? The whole policy of needing an active account to close the account is beyond frustrating and there’s no help for that.

Yes, I know I can remove my payment method or cancel that card, but wouldn’t Amazon pursue legal action against me via small claims for not paying my balance?

For context, I can’t remove any of my inventory without activation, and Amazon has indicated they’re not going to do that, in writing.
