14090 code is causing issues shipping direct from China to Amazon

This is a pretty niche question. I sell in the health supplement industry and my product falls under the code 14090. When I tried to use the Amazon partnered carrier program I was able to pay and get my shipping label, however the next day I got a message from the shipping agent explaining that they were unable to ship out my product because it falls under the 14090 category. Does anyone know an Amazon partnered carrier that I would be able to use with this code?
