Report a buyer of fraud

How do you report a buyer of fraud. Had this buyer return an item that wasn’t what I sent. They return page says the reason for return was “buyer received the wrong item”. I received a item that’s not made anymore and it’s been washed and worn plenty of times cause the tags inside are fading away. I never seen this shirt before and I know I sent the right thing.
