Could really use some help with PPC Ads

My amazon ppc ads are getting 0 impressions. Nothing I do seems to matter, for months. The message I get is “You’re missing impressions because in the last 7 days your product was the Featured Offer less than 50% of the time…” and the recommendation I got was “Featured offer isn’t showing on your book listing. Please fix that and then ads will start working” how do I fix this. I’ve checked the budget. I’ve tried multiple types of campaigns, I made the price of the product pennies -nothing ever works. The product is a self published comic book. Please help.
