Cant sell due to deactivation issue – bugged account ?

I have 0 account violations, yet my account is disabled with no reasons, no buttons to appeal.. When I try to create a ticket it tells me to click the “reactivate my account” button and closes my ticket.. but that does nothing and says my account is healthy with 0 violations.. It’s like its bugged.
