Return/Refund scam without initiating a return?

Had 2 different customers purchase a $40 item then send similar messages that they sent the item back with a UPS tracking number and DEMAND a refund. Both return packages I received only had a face mask inside. I’m guessing this is some sort of scam to get a refund without actually initiating a return?
