is customs declaration required for sample size items to be sold in amazon us

planning on bringing some sample size fragrance with me on my flight back to US.

total amount would be around 500ml packed in small bottles.

am I required to declare these to custom that I intend to sell them on my store?

just want to see if there is a market for these so don’t want to go in more hussle than needed.

couldn’t find any guideline in amazon docs. any help and references to documentation is appreciated.
