Valid Tracking Rate question. 1 package out of 11 never got scanned in the past month

I have a new Amazon sellers account and had about 20 says so far. This morning I got an Amazon warning about a low VTR and one of the 11 packages in the past month never got UPSPS carrier scanned. I buy all my labels directly from Amazon.

I could have put it in my mailbox, I could have dropped it off (without a receipt) or there is a low chance I printed a label and never mailed it.

Is there any way to correct this? Refund the order? I don’t see a way for just sending a new item and giving Amazon a new tracking number. Or just wait it out for two weeks until that order drops off the 30 day window.
