When does tracking on postage start?

My OTD score has dropped from 94% down to the high 60s. I ship the day Amazon says I’m supposed to. I buy the postage and prep the night before. Yet my score keeps dropping. Does amazon count the time you buy the postage as day 1 or does it count from the first scan? I haven’t been able to find an answer to that.
