Question regarding GTIN EXEMPTION

My Client saying: he bought a inventory from a shoe brand and he has wholesale authorization letter as well. He applied for GTIN exemption and amazon approved it. His concern is, can he sell those inventory without UPC as he has brand exemption? TIA
