Finding profitable items, but need to be ungated first? (Retail arbitrage)

Regards Amazon FBA shipments. I have small items to send to FBA previous used plastic bubble pad which also protects the item. But can I use cardboard or this it have to a plastic outer bag?
Not sure if cardboard packaging without plastic outer wrap will be accepted by amazon.
Any thoughts?
