Advertising Budgets

I have a fishing lure company for deep sea fishing. It is a somewhat unique niche with a few players. I just started advertising with small budgets or 5-30usd. I am getting a few thousand impressions with a handful of clicks but no sales. All my sales have come from Facebook so far. I have been selling for under a month. Recommendations? Is it worth to advertise in slow season for fishing?
