Amazon “On-Time Delivery Rate (OTDR)” policy – ELI5 for new badges?

“Amazon Buy Shipping will feature new badges: “OTDR Protected,” “Claims Protected” and “Late Delivery Risk.” These badges will help you choose the right shipping service and meet recently announced On-Time Delivery Rate (OTDR) requirements.”

Can anyone explain in simple language what is this is all about and what happens if you don’t meet OTDR requirements?
