Amazon’s “Manage your compliance” dashboard

At what point in the process does Amazon add compliance requirements to the “Manage your compliance” dashboard in Seller Central? I’ve created a listing for my product (its not active as I have no inventory), but don’t yet see any requirements?

I’m pretty sure that I’m covered but would love to confirm based on what is actually requested in the “Manage your compliance” portion of Seller Central.
