Apply for SP-API fails all the time

I am trying to apply for SP-API usage. So I made a developer account and had to choos a restricted role, because I need to get order-details to create shipping labels. So I answered the questions already two times but never got approvement.

Was anybody here ever successful in subscribing for a restricted role in SP-API? How detailed were your answers for the PII questions? I won’t store any data and just passthrough them to another API from my shipping partner to create the shipping labels as a pdf.

If somebody has some hints how to successfully apply I would be very thankful.
