Avoid Alibaba credit card “Foriegn Transaction Fee” ?

So, I’ve always been using BofA Travel Reward to pay for Alibaba Order to avoid Foreign Transaction Fee (FTF) that I presume will incur.

However, I never truely know if I select Pay From “United States” and select “USD”, will it incur FTF when pay with Cash Reward Credit Card or any card that doesn’t waive FTF by nature.
