Came back to Amazon FBA after a 3 year hiatus. Why can’t I post a GTIN-exempt approved brand?

I’ve been trying to get through seller support to no avail. They’ve been running me in circles through “internal teams” for 2 weeks.

I’ve been granted GTIN exemptions twice—Product shrink wrapped and stamped with logo, yet still unable to post non-generic products and create an ASIN. Any ideas to get this product listing created?
