Can’t register for seller account

I’m having trouble registering for a seller account, ive logged out of my buying accounts on chrome, cleared cache, and installed firefox and made a new account with a new email but it gave me the “Looking for something? We’re sorry. the web address you entered is not a functioning page on our site.” then when i try on my phone it gives the same error. ive tried on different browsers and different devices and same issues on everything. any fixes?
