Cheapest shipping carrier in EU FBM

I want to sell on german amazon store as FBM. I signed a contract with DHL post and they offered me a fixed price of 20€. Im shipping in envelope packaging with weight under 1kg. Is there a way to get a lower quote or should i go for FBA instead?
