Chinese competitor using 2 seller ac to push a asin

So we have a Chinese seller using 2seller ac both located in china and pushing same asin via rebate.

How can we prove this ? And report to amazon… reason why he got a second ac is we reported sales rank manipulation and i think amazon gave him a warning and at same time he got another ac pushing for same asin

Ay ideas?
