Do new sellers pay higher selling fees?

I have been selling since around 2005, my friend started last year or so. We both have professional accounts. But I noticed on the same exact products, he is paying a high selling fees than I would if I sold it.

Does anyone know when he would start to get lower fees as well? Or am I just grandfathered in at some lower selling rate?
