Error 5461 but no access to real world images

So I believe Amazon has fairly recently prevented sellers from being able to create new ASINs without brand authorization. This is a good thing overall to prevent duplicates, bad actors etc but we have hit a snag. To become authorized to create a listing, the instruction says to submit real world images of product in packaging with barcode and brand visible, etc. we have a couple of product lines that are not yet in large scale production that the brands would like us to create asins for but we can’t get the images required. I understand that selling benefits on brand registry may automatically authorize a seller to create new ASINs for the brand. Can anyone speak to this?
