Getting started selling fine jewelry

Hello, I was wondering if someone could walk me through the steps to get certified for fine jewelry. I found a list of design requirements which seem pretty strict. A big question is what to do with gemstones to have them certified. Silver jewelry typically has lab stones like moissanite, but do they really need to be certified by GIA? Just need some help with the rules, regulations, and gotchas. Maybe a link to a good article or video would help too.
