GTIN Exemption for “Generic” product not eligible?

Hi y’all!

I am super confused at what is happening. I am trying to list a product on Amazon Canada, and since I am very new at this, I do not have a brand registry, I’d like to try my hand at just a small batch of generic products first. However, when I go to apply for a GTIN exemption, I get this following error:

“1 of 1 Brands is not eligible for exemption” for the category of “Beauty/Personal Care” and the brand of “Generic”.

I also tried basically every other category that I get the same error every time. Yet, I see YouTubers do this process just fine without hitting the same error. I have gone weeks of multiple rounds with Amazon Seller Support and they have been zero help. Has anyone else run into this issue before? Am I doing something horrifically wrong? Any advice here would be much appreciated!!
