Having issues making individual seller account

So in a nutshell I want to make the sellers account in which you pay $.99 per sale. As I’m trying to sign up I keep getting the pay wall screen that’s asking for my payment information to sign up for the subscription based seller program @ $39.99 a month. This isn’t what I’m looking for. Can anyone help me out please. Thank you in advance.
