How does return/shipping works for container homes for FBM?

Curious to know how does return/shipping works for container homes for FBM?

Customer pays the price of home -> get shipped from China -> Customer refuses delivery/returns the product

The product is mobile container house (costs about 20000 USD).

Who bears the cost of return shipment of that and whether it returns to China or stays in USA?

How do you guys handle such scenarios? Please share insights. Thanks!
