I can’t set up amazon seller account – any ideas

I’m trying to set up my amazon seller account and I’m in this catch 22 here when I go to sign up it bring me to a page that says “NOT AUTHORIZED – We don’t have a seller account associated with that email address.” with two options “register” and “return to sign in”. No matter what I click it brings me back to the same page when I sign in under my personal amazon account it then brings me right back to the page “not authorized”
