I Need to get my tracking % up but i dont get any tracking numbers

is there a way that i can get my tracking rate up without tracking numbers? my account health is at risk right now with about 70% tracking rate. The problem is that almost half of my products are home delivery (no tracking numbers) is there any solution for this? I know some sellers use fake tracking ids, Is that allowed?
