inbound placement fee – ways to minimize or avoid?

The new inbound placement fee began March 1 2024. So far I see my normal inbound costs doubling. For example 5 packages with around 150 units shipped in state was $60 but now they ship multiple locations for around $120.

In settings > fba > inbound > I can select a preference for amazon optimized but in send to amazon workflow I only have the option to choose which USA zone (east, west, central) to ship to and all cost an extra $60-80 in this example with no opt out option.

Is this new fee completely unavoidable? Any ideas to opt out or minimize this cost? Perhaps only ship large orders (10 packages at a time) to hopefully have my shipments split to over 4 destinations (but then I’m paying extra for shipping cross country).
