Is this private labeling or is there a way around this?

Hello, I’m wondering if anyone may know the answer to this… I’ve looked and looked and find myself going in circles.

I am looking to sell a type of baby play mat on Amazon. These mats are already on Amazon but not in the color/picture design that I have talked to the manufacturer about ordering.

Is this private labeling? The manufacturer is in China so I’m worried I’m throwing money away by ordering from them if I can’t get approved to sell it due to their location.
