Low-price FBA rates vs Prime Deals

Hello! I have a question regarding Low-price FBA rates, which does not seem to be on the surface. Therefore, I would really appreciate if anyone could share their experience.

The product on amazon is priced at $9.95, which is below $10, thus falling under Low-price FBA rates. If a product List Price is raised to $12.45 and a -20% Prime Deal applied to it the checkout price would be $9.96 which is still under $10, BUT will it apply the Low-price FBA rates in this case?
