Manage Shipping Templates?

Is there a new way to manage shipping templates? I need to update one of my templates, and the page to modify it never loads.

Manage inventory –> locate an item, click on the shipping template –> page loads with several flashing dots.

Also tried the Next Gen platform with the same result.
