Multi accounts violation help!

I got only one account registered with my business license. However I have 2-3 accounts not registrated and not link to my credit card and I can’t delete them. The reasons I have them is I kept selecting the wrong setting ($39 plan) and amazon support asked me to sign up with a new email. Now I can’t delete them cause I must finish the registation first and I don’t have other license to do it. I have emailed Amazon and appealed for many times but there are no real human to look into it, what can I do???
