My Invoices are Getting Denied Automatically

I recently opened my Amazon seller account and I’m trying to get ungated on certain food items. I upload a previous invoice and pictures from a last food item I got ungated from (I heard you can reuse them) and they keep on automatically denying me. I don’t know what to do.
