New Seller try to buy shipping for the first time

Hey just seeing if anyone can help me buy shipping for the first time. There is no good resources on the internet and I have a hard time understanding the people on seller support. It says “Based on your preferences, no shipping services were available.. etc” but i set my buyer preferences and it still says I can’t buy a shipping label with the same message as before. Feeling flustered any info will help.
